Background The EPA Region 10 Manchester Environmental Laboratory (R10 MEL) requires life-cycle replacement of aging infrastructure to critical laboratory spaces within the R10 MEL Building Automation System (BAS) and fume hood controls. The objective of this project is to provide life-cycle replacement of aging infrastructure to critical laboratory spaces within the EPA Manchester Region 10 site located at 7411 Beach Drive East in Port Orchard, WA. This laboratory provides physical, chemical, biological and microbiological analyses of air, soil, sediments, water and unknown chemicals that support a variety of causes including criminal & civil enforcement, site assessments, as well as remedial investigation for public health initiatives. These are Siemens products and must be updated using the same vendor components to maintain compatibility. In addition to the retrofitting of existing Siemens controls, this project shall include retrofit/replacement of the outdated and unsupported Phoenix controls in the laboratories located throughout the facility. Work Details The contractor shall execute a turnkey project with a dedicated project manager assigned to work and coordinate with EPA staff throughout the project. The contractor shall provide all necessary supervision, labor, supplies, tools, equipment, materials, as well as any other items necessary to remove control items. Work shall be performed during normal business working hours of 6:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays. The contractor shall turn over needed controller parts to R10 MEL Facilities Manager (FM) and properly dispose of unneeded equipment per Washington state laws. All workers shall be licensed and trained to work on the electrical voltage as prescribed by Washington state law. Specific tasks include: installation of new ethernet BACnet (CAT6) cabling; installation of various controllers including Lab Room Controller DXRs; Room Temp Sensor Display Units; Duct Temp Sensors; Air Flow Pressure Sensors; Damper Actuators; Fume Hood On Board Display Units; Fume Hood Sash Sensor Kits; Venturi Valve Actuator Retrofit Kits; development of customized control applications for lab room & fume hood lab DXRs; pre & post installation air flow testing, adjusting & balancing (TAB); and ensuring compliance with EPA Cybersecurity Task Checklist. Place of Performance The construction projects will be performed at the EPA Region 10 Laboratory located at 7411 Beach Drive East in Port Orchard, WA.
