Background

The South Carolina Department of Education (SCDE) is seeking to establish a contract for education consulting services. The goal of this solicitation is to provide expertise and support to the SCDE, Education Oversight Committee (EOC), Office of Special Education Services (OSES), and various school districts across South Carolina. This contract aims to address educational policy, services, testing, trends, and other related issues that require specialized knowledge not available within the current educational framework.

Work Details

The contractor will provide a range of education consulting services including: 1) Preparing and conducting seminars for educational professionals; 2) Delivering speeches at conferences; 3) Providing technical assistance as requested; 4) Analyzing and making recommendations on educational issues; 5) Serving on or chairing task forces; 6) Developing educational curriculum or related documents; 7) Reviewing educational assessment tools; 8) Acting as mentors or coaches; 9) Serving as non-attorney hearing officers or mediators; 10) Supporting the investigation of complaints under the Individuals with Disabilities Education Act (IDEA); 11) Assisting with auditing and compliance. Note: IT consulting services are excluded from this contract. Compensation for consulting services is capped at $2,000 per day, with travel expenses covered according to state regulations.

Period of Performance

The estimated period of performance for this contract is from July 23, 2026, to July 22, 2031, with an initial term of one year and four optional one-year renewals.

Place of Performance

Services will be performed statewide across South Carolina as specified in individual purchase orders issued by the Using Governmental Units (UGUs).
