Design-Build Services On An As-Needed Basis For Road And Bridge Repair And Maintenance Projects

Background

Flagler County, through its Engineering Department, Road and Bridge Division, is seeking to pre-qualify three to four qualified Design-Build Contractors for on-call, miscellaneous design-build services on an as-needed basis. The intent of this Request for Statement of Qualifications (RSQ) is to establish continuing, indefinite-delivery/indefinite-quantity (IDIQ) design-build agreements to supplement the County’s in-house Road and Bridge staff for small to mid-scale transportation, drainage, bridge, and related infrastructure projects.

Work Details

The selected Design-Build Contractor(s) will provide all labor, materials, equipment, tools, supervision, professional design services, construction services, and incidentals necessary to complete assigned projects. Services may include: - Preliminary engineering and constructability reviews; - Surveying and geotechnical coordination; - Engineering design and preparation of construction documents; - Permitting and regulatory coordination; - Construction and installation activities; - Construction engineering and inspection support; - Project scheduling, cost estimating, quality control and assurance; - Project documentation and close-out services. Typical project types include roadway rehabilitation and resurfacing, drainage improvements, bridge maintenance, sidewalk construction or repair, traffic control installations, guardrail work, canal cleaning and restoration. Contractors must demonstrate experience in FDOT classifications such as bridge deck overlays, drainage work, flexible paving, and traffic signal work.

Period of Performance

The contract will be performed on an as-needed basis with no guaranteed minimum contract value or specific timeline for individual projects. Each Task Work Order will define the specific scope and schedule.

Place of Performance

Work will be performed within Flagler County.

Bidder Requirements

Proposers must hold all necessary state licenses required for the scope of work. They must demonstrate experience in relevant FDOT classifications. The proposal must include documentation for FDOT Prequalification in applicable work types. Proposers are encouraged to include sub-consultants who meet these qualifications but must obtain prior written permission from Flagler County to add them during the contract period.
