Background
The Commonwealth of Pennsylvania, Department of Conservation and Natural Resources, Bureau of Forestry, is seeking janitorial services for the Resource Management Center (RMC) and Storage Building (SB) located at 25185 Great Cove Road, McConnellsburg PA, 17233, Fulton County. The goal of this contract is to ensure a clean and safe environment for employees and visitors at these facilities.
Work Details
The contractor will provide janitorial services for both the Resource Management Center (RMC), approximately 8,075 square feet, and the Storage Building (SB), approximately 341 square feet. Services include: - Semi-monthly cleanings for both buildings, which involve tasks such as emptying trash cans, vacuuming carpets, mopping floors, cleaning bathrooms and kitchens, dusting surfaces, and sanitizing door handles and light switches. - Annual spring cleanings that include shampooing carpets, waxing floors, washing windows inside and outside, cleaning exhibits in the Visitor Center, and dusting taxidermy mounts. - All cleaning supplies must be environmentally friendly and approved by the District Forester. A checklist must be completed for each cleaning to verify completion of tasks.
Period of Performance
The contract will commence upon execution of the purchase order or July 1, 2026, whichever is later. It will terminate on June 30, 2027. The contract may be renewed for up to four additional consecutive annual terms until June 30, 2031.

Bidder Requirements
This Invitation for Bid (IFB) is reserved for Self-Certified Small Businesses certified by the Department of General Services prior to the bid opening date. Bidders must submit a valid Self-Certified Small Business Certificate along with their bid response. Additionally, contractors must comply with all applicable Pennsylvania state labor laws as certified through the Worker Protection and Investment Certification Form.
