NOTE TO OFFERORS

This solicitation implements the new streamlined acquisition procedures as part of the Revolutionary FAR Overhaul (RFO). Offerors are responsible for reviewing all solicitations provisions and clauses to ensure compliance with these updated requirements. The Defense Logistics Agency (DLA) Energy-FESAB is issuing a Request for Proposal (RFP) procuring Government-Owned, Contractor-Operated (GOCO) Aircraft Fuel & Ground Fuel Support Services and Fuel Storage & Distribution at Naval Air Station (NAS) Kingsville, Texas. The contractor will also be responsible for outlying location Naval Auxiliary Landing Field (NALF) Orange Grove. The Contractor has the responsibility to maintain and operate the government owned facilities and equipment at NAS Kingsville, as well as provide bulk services and fuel operations in accordance with (IAW) best commercial practices. The solicitation number is SPE603-26-R-0528 and it is published electronically on the System for Award Management (SAM) website at www.SAM.gov. Interested companies responding to the solicitation are required to be registered in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-26-R-5X11 on November 14, 2025 and reopened on February 27, 2026. This requirement is to procure GOCO Aircraft Fuel & Ground Fuel Support Services and Fuel Storage & Distribution at NAS Kingsville aviation bulk fuel storage compound consisting of three (3) 20,000 barrel above ground fuel storage tanks and the components to receive fuel by commercial tank truck and supply product to the mobile refuelers at the fill stands. The fuel facility at NALF Orange Grove is a compact system consisting of three (3) 25,000 gallon Cut and Cover fuel storage tanks, a covered fill stand/parking area, and receipt headers. The system is supplied by tank trucks via a receipt header. Additionally, fuel trucks are required at the start of contract period of performance. This procurement utilizes Full and Open Competition IAW FAR 6.101. The procurement is unrestricted under the North American Industry Classification System (NAICS) Code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates awarding a firm fixed price contract. The resultant contract will include a period of performance period that consists of four (4) year base period from October 1, 2026 through September 30, 2030, one five-year option period from October 1, 2030 through September 30, 2035 and an option to extend the contract for a total of no more than six months from October 1, 2035 through March 31, 2036. Dates of the Pre-Proposal conference, in conjunction with the site visits, will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via e-mail) the name(s) of the individual(s) who plan to attend.
