Background

The City of Spokane, through the Spokane United 911 Network, is initiating this Request for Proposals (RFP) to solicit proposals from firms to provide embedded clinical services in 911. The goal is to effectively resolve a high percentage of calls routed to 911 by quickly connecting callers to mental health clinicians who can de-escalate situations, assess individuals for intoxication or suicidal ideation, and link them to appropriate non-emergency services.

Work Details

The contractor will implement a clinician-based crisis call diversion program that includes: - Embedding licensed behavioral health clinicians within the Spokane United 9-1-1 Network’s call-taking and dispatch operations. - Participating in real-time assessments of incoming calls. - Engaging with callers for crisis assessments and telephonic de-escalation. - Recommending diversions to mobile crisis resources or community-based services when appropriate. - Developing standardized screening and triage protocols. - Coordinating with 9-1-1 personnel for seamless integration. - Collaborating with local police and fire departments for coordinated responses. - Maintaining knowledge of local behavioral health resources. - Delivering training for 9-1-1 personnel on behavioral health recognition and de-escalation practices. - Collecting data on call types and outcomes. - Producing periodic performance reports.

Period of Performance

The contract will be for a period of one year, with an option to renew for an additional year upon mutual agreement.

Place of Performance

Services will be performed at the Spokane United 911 Network's facilities located in Spokane, Washington.

Bidder Requirements

Proposers must have board certified Psychiatric Mental Health and Family Nurse Practitioners, licensed therapists, and Psychiatric doctors licensed in the State of Washington. Additionally, proposers must have at least five years of experience in telehealth behavioral and mental health services.
