Background

The Alabama State Department of Education (ALSDE) is seeking submissions for high-quality professional learning in structured literacy. This initiative aims to improve teacher practice in the science of reading and positively impact student reading outcomes. Structured literacy is defined as an explicit, systematic, cumulative, and diagnostic approach to teaching reading that integrates the structure of language and the science of reading. Vendors selected through this RFP process will be included on an ALSDE-approved list for structured literacy professional learning.

Work Details

Vendors must provide evidence-based professional learning services that include both face-to-face and virtual educator training options. The training should focus on ongoing opportunities for continued learning and application of knowledge in the following areas: phonological awareness, phonics, fluency, vocabulary, comprehension, oral language, writing, dyslexia, and structured literacy. The selected vendors may need to sign an agreement establishing a per-educator cost structure and unlimited use cost structure. Proposals must not reference or support the three-cueing system of teaching reading.

Period of Performance

The contract will commence upon execution and is intended for a period of up to two years with possible renewals for three additional years based on performance evaluations and funding availability.

Place of Performance

Services will be performed within the state of Alabama, specifically targeting educators across various educational institutions.

Bidder Requirements

Vendors must have at least 3-5 years of documented success in providing professional learning training related to structured literacy. They must be registered with the Alabama Department of Finance as a State Supplier and provide their supplier number. Additionally, vendors must complete an affidavit for business entity/employer/supplier and verify enrollment in E-Verify. Automatic disqualification applies to any vendor that cannot meet the minimum requirements outlined in the RFP.
