Background

The Maryland Department of General Services is issuing this solicitation for energy efficiency upgrades at the Office of the Chief Medical Examiner (OCME). The goal of this contract is to enhance energy efficiency through construction services provided by qualified Master Contractors in the Central Region, specifically those awarded a contract under the Indefinite Quantity Contract (IQC) EC-001-220-001.

Work Details

The contractor will be responsible for providing energy efficiency-related construction services as outlined in the plans and specifications available through eMaryland Marketplace Advantage (eMMA). The project classification is 'D', with a budget range of $1,000,000 to $2,500,000. Specific tasks include but are not limited to: - Completing all construction within 275 consecutive calendar days from the Notice to Proceed. - Adhering to prevailing wage rates. - Ensuring compliance with insurance requirements. The contractor must also submit various forms including a Bid Bond Form, Minority Business Enterprise (MBE) Forms, and Veteran-owned Small Business Enterprise (VSBE) Forms as part of their bid submission.

Period of Performance

The contract performance period is set for 275 consecutive calendar days starting from the Notice to Proceed date.

Place of Performance

The work will be performed at the Office of the Chief Medical Examiner located at 900 W Baltimore St, Baltimore MD 21223.

Bidder Requirements

Only Master Contractors awarded under IQC No. EC-001-220-001 are eligible to bid. Additionally, bidders must meet MBE participation goals of 10% and VSBE participation goals of 1%. Bidders are required to submit various certifications and forms including a completed Bid Bond Form if their bid exceeds $100,000, MBE Attachment D-1A, VSBE Attachments E-1, E-1A & E-1B, and a Payment of Employee Health Care Expenses Certification.
