This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul Subpart 12.202 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A26QA010 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, a small business size standard of $19,000,000. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 5 June 2026, 04:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03801. The Government intends to award a Firm-Fixed Price (FFP) contract. The NH Air National Guard requires the following:

Complete removal and disposal of the existing chiller and to provide and install a new, fully operational chiller system at Building 149, Pease Air National Guard Base (ANGB) in accordance with the attached Statement of Work. (QTY= 1 Each) Interested parties should see Instructions to Offers in the Provisions and Clauses document for details on how to submit your quotes (IAW 52.212-1) Interested parties should also see Evaluation factors in the Provisions and Clauses document for a description on how the Government intends to evaluate your quotes (IAW FAR 52.212-2) Interested parties shall also review the adenudums to FAR 52.212-1 & 52.212-2, in the provisions and clauses attached to this solicitation for further informatoin on responding and the evaluations factors used for this procurement. Funds are not currently available for this requirement and award shall only be made upon adequate funds being available for this requirement. See FAR 52.232-18 for full details. Quotes must be valid for sixty (60) days. Background The NH Air National Guard, specifically the 157th Civil Engineer Squadron, requires a full replacement of the chiller for Building 149 at Pease Air National Guard Base (ANGB). The existing air-cooled chiller system has experienced multiple failures, impacting mission-critical operations. This contract aims to ensure reliable environmental control and support ongoing missions by providing a new, fully operational chiller system. Work Details The contractor shall furnish all labor, materials, and equipment necessary for the complete removal and disposal of the existing chiller and to provide and install a new, fully operational chiller system at Building 149. Key details include: - **CLIN 0001**: Complete removal and disposal of the existing chiller and installation of a new chiller system (QTY= 1 Each). - The new modular chiller will consist of a 25-ton unit made up of a 10-ton and a 15-ton module. - The new chiller must be compatible with the existing Schneider Electric control system. - Installation includes: - New vertical chilled water buffer tank (460-gallon capacity, ASME rated for MAWP 125 PSIG @ 180°F). - New electrical wiring, disconnects, circuit breakers as per UFC and NFPA standards. - A complete integration with existing HVAC controls. - Removal of existing chilled water buffer tank and all piping to/from the chiller. - Commissioning of the new system under full capacity for no less than 72 hours. - All work must comply with Federal and New Hampshire Department of Environmental Services regulations.
