Background

The Florida Department of Children and Families (DCF) is issuing this solicitation for comprehensive HVAC preventive maintenance and repair services for the Roberts Building located at 5920 Arlington Expressway, Jacksonville, Florida 32211. The goal of this contract is to ensure uninterrupted climate control, extend equipment life expectancy, maintain regulatory compliance, and protect significant capital HVAC assets including Trane CenTraVac chillers.

Work Details

The contractor will provide all labor, materials, equipment, tools, supervision, consumables, and incidental items necessary to perform the following services: monthly, annual, and quarterly inspections; Building Automation System (BAS) support; oil analysis; cooling tower maintenance; condenser pump service; emergency repair response; and complete documentation for all covered equipment. Specific tasks include: 1. Annual BAS Inspection (remote) - tasks include technician check-in, firmware updates, database backup, alarm routing checks, user access reviews. 2. Monthly BAS Inspection (remote) - similar tasks as the annual inspection but on a monthly basis. 3. Annual Mechanical-Draft Cooling Tower Inspection - includes visual inspections and operational checks. 4. Quarterly Mechanical-Draft Cooling Tower Inspections - similar to annual inspections but conducted quarterly. 5. Annual Pump Maintenance - includes maintenance for three condenser pumps with specific tasks outlined. 6. Quarterly Pump Maintenance - similar to annual maintenance but conducted quarterly. 7. Annual Water Cooled Rotary Inspection for two Trane CenTraVac chillers - includes comprehensive checks and oil analysis. 8. Quarterly Water Cooled Rotary Inspection for both chillers.

Period of Performance

The anticipated start date of the resulting contract is August 1, 2026, with an initial duration of five years through July 31, 2031.

All services will be performed at the Roberts Building located at 5920 Arlington Expressway, Jacksonville, Florida 32211.

Bidder Requirements

Bidders must maintain an active Florida mechanical contractor license under Chapter 489 F.S., ensure technicians hold current EPA refrigerant handling certification under 40 CFR Part 82, and have a minimum of five years of experience servicing centrifugal chiller equipment. Additionally, bidders must respond to Department contact within four hours and be on-site within twenty-four hours.
