Work Details

The successful Vendor will provide all necessary labor, tools, transportation, materials, equipment, and permits to perform online auction services. Key requirements include: 1. Providing and maintaining an online auction system that allows for both static and dynamic bidding options. 2. Managing the preparation of auction lots including taking photos and writing descriptions. 3. Offering functionalities such as multiple line items per lot, ample space for detailed descriptions, public viewing times, and pick-up schedules. 4. Providing administrative account management and bidder support services during business hours. 5. Marketing the auction service to enhance bidder participation while obtaining prior approval from the State for any promotional materials. 6. Ensuring compliance with all necessary licenses and permits for conducting online auctions.

Period of Performance

The contract term will commence on July 1, 2026, or upon approval by the Governor and Executive Council (whichever is later), and will run through June 30, 2031. There is an option to extend the contract for up to two additional years under the same terms upon mutual agreement.

Place of Performance

Services will be performed primarily online; however, physical items may be located at various State facilities in New Hampshire where surplus property is stored.

Bidder Requirements

Vendors must be duly registered to conduct business in New Hampshire and must have a completed Vendor Application Package on file with the NH Bureau of Purchase and Property. Additionally, vendors must provide proof of comprehensive general liability insurance coverage prior to contract award.
