Background The US Fish and Wildlife Service (FWS) is seeking to fulfill a requirement for the installation of a heating pump at the Newport Headquarters of the Oregon Coast National Wildlife Refuge Complex and the Ecological Services Oregon Coastal Division in Newport, OR.
