Background

The State of Alaska, Department of Environmental Conservation, Village Safe Water Program is soliciting bids for the construction of water storage tank insulation improvements in Gambell, Alaska. The project aims to enhance the insulation of a 1.3-million-gallon water storage tank that has faced repeated insulation failures due to high wind speeds, risking icing and structural damage to the water supply. The community of Gambell is located on St. Lawrence Island and has approximately 665 residents.

Work Details

The contractor shall complete the following tasks: - Remove and dispose of the existing roof insulation. - Install new spray-applied high-density polyurethane foam insulation with a polyurea sealing coat. - Set up a complete containment system, including dehumidification and heating, to support surface preparation and coating application. - Perform abrasive blasting and surface preparation of the interior roof surface. - Apply a three-coat protective coating system to the interior roof surface. - Apply a three-coat coating system to appurtenances including the ladder, safety cage, handrail, center vent, and hatch covers. All work must comply with attached drawings and specifications.

Period of Performance

Substantial completion is required by September 15, 2026, with final completion by October 31, 2026.

Bidder Requirements

Bidders must have at least five years of experience in: 1) Installation of sprayed applied industrial thermal insulation systems; 2) Application of industrial coating systems for atmospheric service; 3) Application of high-performance industrial internal lining/coating systems for above-ground storage tanks. A subcontractor cannot be used to meet these qualifications. Bidders must also provide evidence of a valid Department of Commerce Contractor Registration and an Alaska Business License prior to award.
