Background

The New Hampshire Liquor Commission (NHLC) is responsible for enforcing laws related to liquor sales in the state. The NHLC Division of Enforcement and Licensing aims to educate the public, consumers, and liquor license holders about state liquor laws and the risks associated with alcohol abuse. This RFP seeks to procure a driving simulator that will aid in public education and training efforts related to alcohol awareness and safe driving practices.

Work Details

The contractor will provide a driving simulator that meets the following specifications: 1. The simulator must operate without internet access for scenarios but allow internet access for software updates. 2. It must replicate the interior of a motor vehicle, including dashboard, gauges, seat position, steering controls, throttle controls, gear shifting, and exterior lighting controls. 3. The cockpit should include an adjustable driver's seat with seatbelt, automotive-style steering column with various controls, an instrument panel with speedometer and gauges, multiple monitors for visual conditions, and pedals that simulate real vehicle operation. 4. A sound system must create a surround sound environment mimicking vehicle operation sounds (engine noise, braking sounds) as well as external noises (road surface sounds, weather effects). 5. The simulator must have programming capabilities to simulate impaired driving scenarios based on varying blood alcohol content (BAC) levels and adverse weather conditions. 6. The software should allow instructors to customize driving scenarios reflective of New Hampshire's roads and provide feedback on performance during simulations. 7. The vendor must conduct on-site training for agency staff on operational aspects of the simulator and provide ongoing support including software updates.

Period of Performance

The contract will be performed from the date of award until all deliverables are completed and accepted by the NHLC, with specific timelines for training and installation outlined in the RFP.

The services will be performed at the New Hampshire Liquor Commission located at 50 Storrs Street, Concord, NH 03301.

Bidder Requirements

Bidders must have a minimum of five years' experience developing driving simulators. They are also required to comply with state regulations regarding prohibited technologies and provide a warranty covering repairs for at least one year post-delivery.
