Background

The Nevada National Security Site (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS or CONTRACTOR), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site. The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis AFB, North Las Vegas, NV (RSLN); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO). MSTS currently utilizes a centralized VoIP based phone system with traditional landline telecommunication services for processing in and outbound calls. Each location currently has its' own access circuits to provide localized service and survivability. There are no public access circuits at the NNSS. Objective MSTS requires a single vendor solution for the replacement of all traditional landline telecommunications circuits with highly reliable, modernized telecommunication circuits and service delivery capable of supporting up to 24x7 mission needs. Any solution design should consider reliability, cost, complexity, local site survivability, any service level agreements, and 911 support.

Description of Work

The DOE has multiple locations that utilize landline telecommunications access circuits and services, LAO, LO, NLV, RSLA, RSLN, and STL, with a total call volume of more than 1.5 million calls annually. There are more than 25,000 DID's supported. MSTS is seeking a long-term subcontract. MSTS will require the subcontractor to provide a solution design that shall address the modernization of the landline telecommunication circuits and services and specifically address the following: - Single vendor solution, for all ordering, billing, inquiries, and support. - U.S. based support, requiring U.S, citizens - Provide new transport/delivery circuits, ie. fiber/ethernet/SIP - Provide on-prem vendor equipment, ie. router, SBC, etc. - T1/PRI final handoff to the customer equipment - Provide incoming DID service - Provide incoming 800# service - Provide local, 800, and long-distance dialing - Services shall support General Dynamics vIPer phones secure mode - Services shall support faxing - Provide POTS line replacement solution - Provide web-based status, reporting, and automated or manual call redirection tools - Blocking of spam/auto-dialed calls - 911 support - billing should be organized by locatio Potential Offerors shall be able to provide records of performance and Notice of Violation records.
