Additional Solar Electric Generation

Background

The City of Belfast, Maine, is seeking proposals to develop and implement a solution to close the gap between its electrical consumption and generation. The city has previously constructed three solar arrays to offset electrical supply costs through the Net Energy Billing Program. However, due to increased consumption and changes in energy systems, a gap has developed, necessitating additional solar electric generation.

Work Details

The selected firm will be responsible for: 1) Assessing energy generation capabilities; 2) Utilizing generated energy effectively concerning city consumption; 3) Specifying equipment to be used; 4) Identifying locations for equipment installation; 5) Providing a timeline for project completion; 6) Outlining financial incentives available; 7) Defining ownership structures; 8) Estimating total project costs and costs per kWh; 9) Calculating payback periods. Proposals must address these aspects comprehensively.

Period of Performance

The contract is expected to commence shortly after the Belfast City Council meeting on June 2, 2026. Specific timelines for project completion will be detailed in the proposal.

Place of Performance

The work will primarily take place within the City of Belfast, Maine, at designated sites for solar array installations.

Bidder Requirements

Firms must demonstrate relevant experience with similar projects completed since January 1, 2021. They should provide details about their personnel's expertise, current workload capacity, insurance coverage, and financial stability. Proposals must adhere to submission guidelines including a maximum of 25 pages and a file size limit of 15 Megabytes.
