Background

The Sewerage and Water Board of New Orleans (SWBNO) is seeking to engage a qualified consulting firm to conduct a comprehensive review of its classification, compensation, and benefits structures. The goal of this engagement is to ensure that SWBNO’s workforce framework reflects best practices, supports transparent career planning and performance management, provides flexibility in organizational structuring, and enables SWBNO to attract and retain qualified employees.

Work Details

The consulting firm will conduct a comprehensive analysis of classified positions, including evaluation of internal equity, external market competitiveness, and pay structure alignment. The analysis will also include unclassified positions and executive roles, validating duties and qualifications for each classification. Additionally, the firm will develop career progression frameworks, provide a civil service proposal analysis, and conduct a benefits and total compensation analysis. Deliverables include written reports and presentations to Executive Leadership and the Board, with an emphasis on aligning with recommended classification and compensation structures.

Period of Performance

The contract period is for four (4) months, commencing upon approval by the SWBNO Board of Directors and issuance of Notice to Proceed.

Place of Performance

The services will be performed at the Sewerage and Water Board of New Orleans Administration Building located at 625 St. Joseph St., New Orleans, LA 70165.

Bidder Requirements

Proposers must comply with City Code sections regarding living wage requirements (minimum $16.01/hour). They must provide evidence of insurance coverage including Workers’ Compensation, General Liability, Business Automobile Insurance, and Professional Liability Insurance. Proposers must also submit forms related to Economically Disadvantaged Business participation goals (5%) as part of their bid.
