The Maryland Department of General Services (DGS) is issuing this Request for Technical Proposals (RFTP) to obtain design and construction documents for a new Maryland State Police barracks and garage, along with the renovation of the existing historic barracks at the Waterloo Compound. The project aims to enhance law enforcement facilities in Maryland, ensuring they meet modern standards while preserving historical significance.
The scope of work includes: 1. Design and renovation of the existing historic Barrack (approximately 6,800 GSF); 2. Design and construction of a new Barrack 'A' (approximately 9,600 GSF); 3. Design and construction of a new parking lot (approximately 5,600 GSF); 4. Demolition of the existing Barrack. The selected Offeror will provide complete architectural and engineering services necessary to implement the design program as per the latest DGS Procedures Manual. Services include site work, site utilities, geotechnical and environmental investigations, architectural and engineering design, preparation of complete construction bid documents, support during procurement and construction phases including bidding process participation, quality control, photographic documentation, coordination of construction meetings, and warranty inspections at specified intervals.
The total estimated duration of the Contract is 96 months, which includes:
24 months; Review: 9 months; Bidding: 9 months; Approvals: 6 months; Construction: 24 months; Warranty (limited participation): 24 months.
The contract will be performed at the Waterloo Compound located at 7777 Washington Blvd, Jessup MD 20794.
Offerors must have a Maryland resident agent or representation through the Maryland Department of Assessment and Taxation at the time of award. Additionally, Offerors must have a minimum of 10 years of experience in designing justice/institutional/correction/law enforcement buildings. The Architect - Principal in Charge must also have similar experience. There are MBE subcontracting goals set at 20% and VSBE goals at 5%.
