Summary

Purpose: The National Oceanic and Atmospheric Administration (NOAA), in support of the United States Coast Guard (USCG), invites interested industry partners to attend an Industry Day for the USCGC STORIS Homeport Recapitalization Project in Juneau, Alaska. This event is intended to: - Provide a high-level overview of the project scope and objectives - Highlight key technical challenges and execution considerations - Offer industry insight into site conditions and operational constraints - Support market awareness in advance of the formal solicitation - Provide a site walk for potential design/build contractors

Project Overview

The Government is planning a Design-Build (DB) project to recapitalize and modernize the waterfront infrastructure at USCG Station Juneau to support the homeporting of USCGC STORIS and visiting cutter classes. The project will deliver a resilient, mission-ready waterfront facility capable of supporting Coast Guard operations in the Arctic and Alaska region, including search and rescue, maritime security, environmental response, and national defense missions. The anticipated construction magnitude is approximately $125M $200M, with contract award currently projected for FY26 (Q4). Scope Overview (High-Level): The project generally includes the Design-Build recapitalization of the existing waterfront and supporting infrastructure, including: - Demolition of aging waterfront wharf and support facilities (not existing shoreside buildings) - Construction of a new wharf to support at least (1) cutter berth - Construction of a new floating pier system supporting multiple (2) cutter berths - Fender systems and mooring infrastructure for USCG and visiting vessels - Shore power and electrical system upgrades - Potable water, sewer, fire protection, and communications systems - Backup power and site-wide utility distribution - Civil/site improvements Optional work may include the following: - MWD building renovations - Covered floating small boat facility - Additional building renovations - Dredging Note: This overview is provided for general awareness only. Detailed requirements will be included in the forthcoming Request for Proposals (RFP).

Key Technical Considerations

This project presents significant technical and logistical challenges, including: - Extreme tidal variation (>25 feet) - 100 MPH localized Taku wind events - High seismic design requirements - Cold-region construction and corrosion exposure - Heavy cutter berthing and mooring loads - The project site is an active, 24/7 operational Coast Guard installation and there will be a requirement to maintain continuous USCG operations during construction - Temporary utilities, access, and mooring systems will be required - Marine logistics, seasonal work windows, and environmental permitting will be critical - Cold-region or Arctic construction

Site Walk

A site walk of USCG Station Juneau waterfront facilities will be conducted as part of Industry Day. The site walk will include the following: - Provide firsthand understanding of existing conditions - Support industry planning for constructability and execution RSVP: The Industry Date is set to occur on Wednesday, June 3, 2026.
