Developer/Operator for Hampton I-95 Service Areas

Background

The State of New Hampshire, through the New Hampshire Liquor Commission (NHLC), is seeking a Developer/Operator for the Hampton I-95 Liquor Properties. This initiative aims to replace existing liquor and wine outlets with new Service Areas that enhance the experience for millions of motorists traveling on Interstate 95. The project is positioned as a public/private partnership with a focus on creating high-quality facilities that reflect New Hampshire's culture and tourism appeal.

Work Details

The Developer/Operator will be responsible for: 1. Demolition of existing liquor and wine outlets; 2. Site work including parking, sidewalks, landscaping, and utilities; 3. Construction of new Service Area buildings (minimum 16,000 sq ft) that include various food and travel service offerings; 4. Construction of a self-service fueling station with at least 8 pumps; 5. Construction of a minimum 22,000 sq ft liquor and wine outlet building to be owned by NHLC; 6. Operation and maintenance of the Service Areas for a term of thirty-five years, with options to extend.

Period of Performance

The contract is expected to commence in January 2027, with substantial completion dates for the Northbound Service Area by June 15, 2028, and for the Southbound Service Area by December 15, 2028.

Place of Performance

The project will take place at the Hampton I-95 northbound and southbound liquor properties in Hampton, New Hampshire.

Bidder Requirements

Bidders must demonstrate financial strength to complete the project within the scheduled timeline and provide qualifications related to development projects. They must also comply with all requirements outlined in Appendix D of the RFQ/RFP regarding ground lease contracts.
