The State of Oregon, through the Oregon Department of Fish and Wildlife (ODFW), is issuing this Request for Proposals (RFP) to conduct wildlife telemetry, capture, and removal operations for gray wolves primarily in Northeast Oregon. The mission of ODFW is to protect and enhance Oregon's fish and wildlife and their habitats for present and future generations. This contract aims to support the management of wolves in Oregon as directed by a Commission-adopted plan, which addresses wolf management issues and public needs.
The contractor will provide a helicopter with an experienced pilot, a certified wolf capture crew, a fuel truck with a licensed driver when needed, and support services for capturing and monitoring wolves. The work includes: 1. Conducting approximately 125 hours of flight time per year for capture, removal, and monitoring operations throughout Oregon. 2. Providing an R44 helicopter or equivalent for ferrying Agency biologists and conducting surveillance operations (estimated 55 hours/year). 3. Providing a turbine helicopter (e.g., Jet Ranger, R66, Bell 407) for capture operations (estimated 70 hours/year). 4. Providing an experienced gunner for approximately 40 hours/year of darting and removal operations. 5. Transporting up to three authorized Agency personnel as flight passengers. 6. Ensuring helicopters can reach La Grande, Oregon within one hour of notice from ODFW. 7. Supporting on-board tablet devices with power supply options. 8. Adhering to safety procedures during all flights.
The contract is anticipated to last eight years, from July 1, 2026, through June 30, 2034. Pricing will be fixed for the first two years (2026-2028), with adjustments processed every two years thereafter.
Helicopter flights will be based out of various locations in Oregon, primarily La Grande, Baker City, and Enterprise.
Proposers must meet specific qualifications including: 1. FAR Part 135 certification for both the helicopter and pilot. 2. A minimum of three years of professional experience providing similar services. 3. Submission of required certifications and safety records. 4. Gunner must be trained in handling immobilizing drugs. 5. Proposals must include references from at least three clients who have conducted similar work.
