Multi Facility Solar Rooftop And Carport Photovoltaic Systems

Background

The City of Rockville, located in Montgomery County, Maryland, is seeking proposals from qualified solar providers to design, furnish, install, operate, maintain, and decommission a turn-key installation of approximately 2.25 MW DC of rooftop and carport Solar Photovoltaic (PV) systems across seven City facilities. This initiative aligns with the City’s Climate Action Plan aimed at increasing local renewable energy generation, reducing reliance on the electric grid, and minimizing greenhouse gas emissions from municipal operations.

Work Details

The contractor will be responsible for the following services: 1. Design and installation of rooftop and carport solar PV systems across seven facilities including City Hall, Rothgeb Maintenance Facility, 6 Taft Court, Swim and Fitness Center, Senior Center, F. Scott Fitzgerald Theatre, and Recreation Services Complex. 2. The project includes two base configurations:

Base 1

A Solar Power Purchase Agreement (PPA) for a 25-year system life.

Base 2

A capital purchase with a Maryland Energy Administration Grant for a 25-year warranty. 3. Optional pricing for operations and maintenance services for five years. 4. The estimated total capacity is approximately 2.25 MW DC with specific kW allocations per facility detailed in the proposal document. 5. The contractor must ensure compliance with all relevant codes and regulations including local building codes and PEPCO regulations.

Period of Performance

The contractor shall begin work within 15 calendar days after receipt of a Purchase Order. All work must be completed within 12 months of receipt of the Purchase Order per facility.

Bidder Requirements

Bidders must have a licensed Maryland Master Electrician overseeing electrical work and a North American Board of Certified Energy Practitioners (NABCEP) PV Installation Professional accreditation. The firm must demonstrate relevant experience in similar projects completed within the last four years including at least two rooftop solar PV projects of 80 kW or larger and two carport solar PV projects of 100 kW or larger.
