Background

The Canyonlands Health Care Special Service District (CHCSSD) is a public agency established to support and advance the continuum of healthcare needs for residents in Grand County, Utah. Their mission is to ensure that the senior population has access to high-quality health care, housing, and community resources at every stage of aging. The CHCSSD has been responsible for the development of the MAPS (Moab Area Partnership for Seniors) campus, which is a 28-acre parcel designed as a mixed-use community for Moab’s aging population. The remaining eight acres are available for development to complete the MAPS master plan, focusing on independent housing for seniors aged 55 and older and additional mixed-use opportunities.

Work Details

The selected team will prepare a comprehensive master plan for the remaining eight acres of the MAPS Campus. The scope of work includes: 1. Existing Conditions Assessment: Documenting site conditions such as topography, utilities, zoning, easements, and identifying constraints and opportunities. 2. Community Engagement Plan and Needs Assessment: Conducting a multi-phase engagement process with stakeholders including seniors and families to gather input through surveys. 3. Site and Housing Plan: Developing conceptual site plans exploring land use, building placement, open space, circulation, phasing, and connections to existing facilities; analyzing housing types to support various living arrangements; recommending retail and service spaces that enhance community interaction. 4. Financial Feasibility Analysis: Evaluating development options including ground leases and public-private partnerships while comparing costs and revenues. 5. Phasing and Implementation Strategy: Providing a phased plan prioritizing projects based on immediate needs versus long-term goals. 6. Final Master Plan Document: Delivering a professional document suitable for grant applications and public presentations that includes actionable guidance and cost estimates.

Period of Performance

The contract will extend through December 2027 with possible extensions or new procurement after that period.

Place of Performance

The work will be performed in Moab City, Utah.
