Background

The South Carolina Department of Public Health (DPH) is seeking to establish a contract for STD testing services. The goal of this solicitation is to provide assay kits and fully automated instrument systems for testing various sexually transmitted diseases, including HIV-1 RNA and HCV RNA viral loads, as well as other infections such as Herpes Simplex Virus, Chlamydia, Gonorrhea, Trichomonas, and Mycoplasma genitalium. This initiative aims to enhance public health efforts in South Carolina, which currently ranks high in cases of gonorrhea and chlamydia.

Work Details

The contractor will provide: - Assay kits and fully automated instruments for testing HIV-1 RNA, HCV RNA, HSV-1, HSV-2, Chlamydia trachomatis, Neisseria gonorrhoeae, Trichomonas vaginalis, and Mycoplasma genitalium. - All necessary reagents, controls, calibrators, consumables, sample collection media, and transport devices. - Equipment that can process at least 500 samples in an 8-hour work period without manual intervention. - On-site training for DPH staff on the operation of the equipment. - Assurance of complete operational status of instruments within 30 days from delivery. - Delivery of reagents within 10 working days after receipt of an order. Estimated annual usage includes: - 75,000 tests for Chlamydia trachomatis - 75,000 tests for Neisseria gonorrhoeae - 45,000 tests for Trichomonas vaginalis - 20,000 tests for Mycoplasma genitalium - 1,000 tests for HSV-1/HSV-2 - 600 tests for HCV RNA - 300 tests for HIV-1 RNA.

Period of Performance

The contract will commence on January 1, 2027 and is expected to run until December 31, 2031. The initial term is one year with four optional one-year renewals.

Place of Performance

Services will be performed at the South Carolina Department of Public Health Laboratory located in Columbia, SC.

Bidder Requirements

Offerors must have a state vendor number to submit an offer. They must also provide proof of insurance coverage including Commercial General Liability and Workers' Compensation. Additionally, all equipment must be new and FDA approved. Offerors are required to submit a cover letter summarizing their capabilities and willingness to comply with the solicitation requirements.
