Research Operations Support

Background

The Executive Office of Technology Services and Security (EOTSS) of the Commonwealth of Massachusetts is responsible for overseeing IT policy and investments for state agencies. The EOTSS aims to enhance digital experiences for residents through the Commonwealth Digital Roadmap program, which focuses on user-centered design and research with end-users. This RFQ seeks to procure a platform that supports research operations, including participant management and communications.

Work Details

The contract involves purchasing a platform to manage research participant CRM, communications, scheduling, and incentive distribution. Key requirements include: - Support for 12+ users (Researchers, Product Managers, Design Leads). - Management of 15,000+ contacts. - Capability to handle multiple user panels per state organization. - The platform must facilitate participant recruitment and scheduling sessions integrated with calendars (e.g., Outlook). - Communication via email and SMS is required. - It should also support incentive distribution and track participant compensation.

Period of Performance

The estimated term of the contract is an initial 12-month period with potential renewals or extensions upon mutual agreement between the awarded bidder and the agency.

Place of Performance

The services will be performed within the Commonwealth of Massachusetts, specifically at locations designated by EOTSS.

Bidder Requirements

Eligible bidders must be registered under Statewide Contracts ITS60 (Cloud Solutions) or ITS75 (Software and Services). Bidders are required to comply with all applicable legal and regulatory requirements related to data types specified in the RFQ. Additionally, they must demonstrate their ability to meet security standards as outlined in the Enterprise Information Security Policies.
