Background

The Commonwealth of Massachusetts, through its Executive Office of Education (EOE), is seeking to procure accessibility services to support EOE and EOE agencies. The goal of this RFQ is to solicit quotes from vendors qualified under ITS82 Categories A-E for ongoing accessibility services. These services are essential for ensuring compliance with the Americans with Disabilities Act (ADA) Title II and the Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA. The EOE aims to provide equitable access to educational resources for all Massachusetts residents.

Work Details

The contract will involve providing various accessibility services categorized as follows: A. **Audit Services**: Conduct audits of existing web pages and content for compliance with ADA Title II and WCAG 2.1 standards. B. **Consulting Services**: Provide expert consulting on accessibility best practices and remediation strategies. C. **Document Remediation/Testing**: Perform accessibility testing and remediation of web content for the Massachusetts Department of Early Education and Care (EEC), Children's Trust (CT), and Department of Higher Education (DHE). This includes evaluating approximately 736 web pages, 4,058 electronic files, and 282 videos for compliance. D. **Training Services**: Offer training sessions for staff on accessibility requirements and techniques. E. **Transcription/Description Services**: Provide transcription, captioning, video description, and related services for audio/video content on EEC, CT, and DHE websites.

Period of Performance

The initial project term will end on June 30, 2026, with anticipated service requirements extending through FY27 (July 1, 2026 - June 30, 2027). The contract may be extended at EOE's discretion through June 30, 2031.

Place of Performance

The work will primarily be performed remotely; however, specific locations may include various offices associated with the EOE agencies in Massachusetts.

Bidder Requirements

Bidders must have at least three years of experience in providing digital accessibility audit and remediation services aligned with WCAG 2.1 Level AA or higher. They should demonstrate expertise in multimedia accessibility including captions and transcripts, possess a strong understanding of ADA Title II requirements, and have resources available to begin work immediately.
