Library Roof Replacement

Background

The Butts County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the roof replacement of the Jackson Public Library. The library, built in 1992 and last renovated in 2021, requires a new pitched asphalt shingle roofing system that meets or exceeds all minimum specifications outlined in this Invitation to Bid (ITB). The goal is to maintain the historic fabric of the building while ensuring compliance with all relevant regulations.

Work Details

The contractor shall provide all labor, materials, equipment, and supervision necessary to remove the existing roof and install a complete pitched asphalt shingle roofing system. Specific tasks include: - Coordinating with the owner to minimize disruption; - Obtaining necessary permits and complying with OSHA regulations; - Protecting landscaping and maintaining a safe job site; - Removing existing roofing materials and disposing of debris; - Inspecting and replacing damaged decking; - Installing underlayment, shingles, flashing, and ventilation; - Installing new curbing for HVAC units as needed; - Ensuring proper functioning of roof drains; - Sealing exposed penetrations for rooftop equipment; - Performing cleanup and restoration; - Protecting the exposed roof from leaks during the project; - Installing materials according to manufacturer’s instructions; - Providing a 20-year manufacturer warranty and a 3-year workmanship warranty. The contractor must also conform to Domestic Preferences for Procurements (2 CFR 200.322) Act.

Period of Performance

The contract will be performed from the date of award until completion, with an estimated start date after receipt of the Notice of Award. The specific timeframe for completion will be determined based on the contractor's proposal.

Place of Performance

The work will be performed at the Jackson Public Library located at 436 E College Street, Jackson, GA 30233.

Bidder Requirements

Bidders must provide proof of required insurance including general liability insurance ($1 million), automobile liability insurance ($1 million), and worker’s compensation & employer’s liability insurance. A bid bond equal to 5% of the total proposed amount is required. Contractors must comply with federal requirements including Equal Employment Opportunity, Davis-Bacon Act, Clean Air Act, and others as specified in 2 CFR Part 200. Additionally, contractors must have a valid license from the State Licensing Board for Residential and General Contractors unless exempted by Georgia law.
