Background The Department of Veterans Affairs (VA) is issuing this solicitation for the Critical Water Upgrade and Disinfection project at the Phoenix VA Healthcare System. The goal of this contract is to upgrade the critical water system that supports sterilization functions at the Onyx Clinic, as the current Water Tec purification and filtration system does not meet ST108 guidelines and has been idle for over a year. The project aims to ensure compliance with safety and operational standards for critical water systems. Work Details The contractor will provide all labor, materials, tools, and equipment necessary to upgrade the existing Water Tec Filtration System and perform disinfection of the critical water system. Specific tasks include: 1. Upgrading the Water Tec Filtration System to meet ST108 requirements, which may involve a temporary shutdown coordinated with the Point of Contact (POC) and Contracting Officer Representative (COR). 2. Conducting initial water quality parameter tests to establish baseline numbers. 3. Installing Nephros MS10 endotoxin filters with Shelco 4FOS1-1.5MNPT-GP-ML housing on existing piping systems, ensuring compliance with VA specifications. 4. Adding sample ports at specified locations and installing flow meters capable of reading 3-5 fps on discharge lines. 5. Replacing existing UV bulbs and conducting sanitation of the system post-installation per manufacturer requirements and industry standards. 6. Replacing water softening resin, carbon media, and Reverse Osmosis membranes, followed by validation testing to ensure compliance with specified requirements. 7. Providing training for VA staff on the newly installed system. Period of Performance The contract period will commence on June 2, 2026, and conclude on December 31, 2026. Place of Performance The work will be performed at the Phoenix VA Healthcare System located at 650 E. Indian School Road, Phoenix, AZ 85012.
