Background The Military Sealift Command (MSC) is conducting market research through the Strategic Sealift Program Office to gather information regarding the availability and pricing of vessels for a dry cargo time charter. This initiative aims to support MSC's mission of providing strategic sealift capabilities for military operations. The information collected will assist in developing future requirements for military cargo transport. Work Details The MSC is seeking information on U.S. and foreign flag Roll-On/Roll-Off (RO/RO) vessels that can carry a minimum of 325,000 square feet of military cargo, which includes helicopters, tracked and wheeled vehicles, and breakbulk. Interested parties are requested to provide details such as: A. Name and complete description of vessel(s), including which scenarios are indicated. B. Daily charter hire rate and any delivery/re-delivery bonuses. C. Fuel consumption rates (both underway and in-port working). D. Militarily useful square feet of vessel deck space, defined as the cargo capacity deemed militarily useful based on coordination with MARAD and the individual carrier. E. Indicate the number of supercargo the vessel can accommodate. F. Business size. G. Large businesses should provide details regarding possible sub-contracting opportunities. H. Any other pertinent questions or comments. Period of Performance The charter period is approximately 40 days for Scenario One and approximately 60 days for Scenario Two, with laydays commencing on June 30, 2026. Place of Performance The delivery port is Charleston, South Carolina (USA), with potential re-delivery ports at Subic Bay, Philippines or Busan, Korea for Scenario One, and Melbourne, Australia for Scenario Two.
