Background

The State Fiscal Accountability Authority (SFAA), Division of Procurement Services (DPS) is seeking fixed price bids for Real Estate Valuation Services for the State Housing, Finance & Development Authority (SCHA). The goal of this contract is to acquire services that will assist in the evaluation and appraisal of mortgaged properties in accordance with established guidelines.

Work Details

The contractor shall provide the following services: 1. Perform Broker Price Opinions (BPO) on requested mortgaged properties consistent with guidelines established by conventional mortgage insurers. BPOs may be conducted via a drive-by or walkthrough depending on property availability. 2. Conduct interior and exterior appraisals on requested mortgaged properties, with appraisers required to be FHA Roster Appraisers. 3. Analyze and report on Property Assessed Clean Energy (PACE) obligations, including reviewing sales contracts and property tax records to determine outstanding amounts and terms. 4. Cooperate with SC Housing for quality control reviews and compliance verification for FHA programs. 5. Choose regional/local vendors for BPOs and appraisals, communicate delays, notify clients of contractor reassignments within 48 hours, have online portal capabilities for order placement, and provide a single point of contact for dispute resolution.

Period of Performance

The contract will commence on July 8, 2026, and will run until July 7, 2031, with an initial term of one year and four optional one-year renewal terms.

Place of Performance

All services will be performed at the SC State Housing Finance and Development Authority located at 300-C Outlet Pointe Blvd., Columbia, SC 29210.

Bidder Requirements

Offerors must have a minimum of ten years’ experience in real estate appraisal management services, a recruitment plan for contractor networks, a quality control plan for reviewing BPOs/appraisals, and provide two references indicating prior experience similar to the scope of work. Each appraiser in the contractor network must hold a current SC Appraisers License.
