Background The National Park Service (NPS), a bureau of the U.S. Department of the Interior, is responsible for preserving natural and cultural resources for public enjoyment and education. Harpers Ferry National Historical Park (HAFE) was established in 1944 to commemorate historical events and encompasses 3,645 acres of diverse habitats. The park faces challenges from pests and climate change, necessitating tree management services to ensure visitor safety and protect infrastructure. Work Details The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination, and equipment necessary for full spectrum tree care operations and woody debris removal along trails, roads, and park boundaries. Specific tasks include: 1. Conducting full spectrum tree assessment operations including tagging and GPS mapping of trees identified as hazards. 2. Performing tree felling and pruning in areas with high visitation or near cultural resources. 3. Executing safe operations while adhering to OSHA regulations. 4. Providing weekly updates on progress and issues to the Contracting Officer's Representative (COR). 5. Ensuring all trails are clear of debris post-operation. 6. Completing a Level 2 tree risk assessment as per ISA standards. Period of Performance The contract will be performed from September 14, 2026, to March 26, 2027. Place of Performance All work will take place within Harpers Ferry National Historical Park located in Jefferson County, West Virginia; Loudoun County, Virginia; and Washington County, Maryland.
