Grand Canyon National Park (GRCA) requires recurring hazardous materials and universal waste collection, transportation, and disposal services. This includes compliant handling of waste oils, solvents, paints, aerosols, batteries, fluorescent lamps, mercury-containing devices, and electronic waste. The contractor will provide proper packaging, labeling, transportation, documentation, manifests, certificates of disposal, and annual reporting, all in accordance with RCRA, DOT, ADEQ, and NPS regulations. The National Park Service (NPS) contemplates the award of two (2) Firm-Fixed Price Blanket Purchase Agreement (BPA) for services. See attached specifications for details on this requirement. BPA will have a three (3) year ordering period with an anticipated Period of Performance from June 15, 2026 through June 14 2029. Actual Period of Performance will be determined at award. This acquisition has no set aside. Follow all instructions to submit a quote by the date and time set forth in this solicitation. All quotes must be submitted electronically to lindsay_mclaughlin@ios.doi.gov Questions regarding this RFQ shall be submitted electronically no later than May 20, 2026, by 12pm Mountain Time to lindsay_mclaughlin@ios.doi.gov. A consolidated list of Government responses to questions received by the deadline will be posted via an amendment to this RFQ.

Background The National Park Service (NPS) is issuing a solicitation for hazardous materials and universal waste collection, transportation, and disposal services at Grand Canyon National Park (GRCA). The goal of this contract is to ensure compliant handling of various hazardous wastes including waste oils, solvents, paints, aerosols, batteries, fluorescent lamps, mercury-containing devices, and electronic waste. The contractor will be responsible for providing proper packaging, labeling, transportation, documentation, manifests, certificates of disposal, and annual reporting in accordance with RCRA, DOT, ADEQ, and NPS regulations. Work Details The contractor shall furnish all labor, materials, equipment, and certified personnel necessary to collect, package, label, manifest, transport, and dispose of hazardous waste generated by GRCA operations. Specific tasks include: 1) Collecting hazardous materials from designated locations; 2) Ensuring proper disposal in compliance with regulations; 3) Providing firm-fixed pricing based on designated location and waste type; 4) Updating price lists annually; 5) Providing detailed service receipts upon completion of services; 6) Submitting invoices electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). The contractor must also coordinate directly with NPS representatives detailed in each park-specific Statement of Work (SOW). Period of Performance The anticipated period of performance for this Blanket Purchase Agreement (BPA) is from June 15, 2026 through June 14, 2029. Place of Performance Services will be performed at various locations within Grand Canyon National Park including North Rim Pick Up Location, South Rim Pick Up Location, and Desert View Pick Up Location.
