Other Post Employment Benefits (OPEB) Valuation

Background

The Board of County Commissioners, Cascade County, Montana, is seeking bids for actuarial services to conduct a valuation of the County’s Other Post Employment Benefits (OPEB). This valuation is necessary to comply with the Government Accounting Standards Board (GASB) Pronouncement GASB 75 and will be included in the Notes to the Annual Financial Statements of the County. The County has approximately 500 full-time equivalents (FTE) and an annual expenditure of $88 million.

Work Details

The selected firm will provide actuarial services for the OPEB valuation covering the audit periods for fiscal years 2025/2026 and 2026/2027. The valuation must be completed by May 31, 2026, which is one month prior to the fiscal year-end to allow sufficient time for the completion of the 25/26 audit starting in October 2026. Bids must include a profile of the firm, qualifications and certifications of actuaries employed, and a list of municipal references that are comparable in size and scope to Cascade County.

Period of Performance

The contract period will extend until May 31, 2026.

Place of Performance

Cascade County, Montana.

Bidder Requirements

Firms must have extensive experience in providing OPEB valuations for municipal governments similar in size to Cascade County. Bids from firms that do not provide qualified actuarial services or lack experience with OPEB valuations for similar municipalities will not be considered.
