The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Office of the CIO (OCIO) maintains a digital image management and analysis platform based on the Indica HALO software. NCI HALO supports researchers, external collaborators, and relevant NCI staff with the tools, collaborative workspaces, security protocols, and data and image management capabilities needed to manage, process and analyze a diversity of image types. Frequently, Investigators need to bring in large slide image collections from outside collaborators, many of which contain PII. In 2023, extensive market research was conducted to identify an approach for bulk di-identification that could be seamlessly integrated into the NCI HALO environment. It was determined that the open source Digital Slide Archive software (DSA), developed by Emory University with funding from NCI, could be adapted to provide bulk de-identification capabilities. A contract was established with Emory to develop custom de-identification workflows and integrate the customized software into NCI's HALO environment. Going forward, additional support is needed to optimize existing workflows, add capabilities to support new file types, and maintain the integration of DSA in the NCI HALO environment.
Background The National Institutes of Health (NIH), specifically the National Cancer Institute (NCI), is seeking to enhance its digital image management and analysis platform, which is based on the Indica HALO software. This platform supports researchers and collaborators by providing tools for managing, processing, and analyzing various image types. In 2023, NCI conducted market research to find a solution for bulk de-identification of large slide image collections that often contain personally identifiable information (PII). It was determined that the open-source Digital Slide Archive (DSA) software developed by Emory University could be adapted for this purpose. A contract was established with Emory to develop custom de-identification workflows and integrate the software into NCI's HALO environment. Ongoing support is required to optimize workflows, add capabilities for new file types, and maintain DSA integration. Work Details The contractor will provide customized Digital Slide Archives (DSA) system support in the NCI cloud, focusing on re-identifying whole slide image data sets. Responsibilities include: - Weekly meetings for updates and project discussions. - Availability during business hours for critical data analysis issues. - Provision of necessary computer infrastructure and statistical programs for data analysis. Deliverables include supporting and enhancing the custom DSA instance within NCI's ecosystem to allow batch de-identification of whole slide image data sets, updating the DSA server instance, and assisting with required patches. The NCI dataset contains over 500,000 file objects, necessitating optimizations to improve efficiency in identifying slide sets. Period of Performance Base: May 28, 2026 - May 27, 2027; Option Year 1: May 28, 2027 – May 27, 2028; Option Year 2: May 28, 2028 – May 27, 2029. Place of Performance Bethesda, MD 20817; work may also be performed remotely at the discretion of NCI investigators.
