This is a Sources Sought Notice for the purpose of conducting market research and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requests. No Solicitation is currently available. The purpose of this notice is to obtain information from businesses that are interested and capable of providing the types of services noted below. The United States Fish and Wildlife Service (USFWS) will use information obtained through this notice as well as other market research to develop an acquisition strategy. A. SUMMARY OF REQUIREMENT (REFER TO ATTACHMENTS FOR FURTHER INFORMATION): The USFWS anticipates soliciting and awarding one Firm Fixed Price (FFP) contract for design build services to complete needed improvements to the sanitary sewer system and to harbor infrastructure at Midway Atoll National Wildlife Refuge (NWR). Much of the island s infrastructure was built in the World War II era and is well beyond its useful life. The US Fish and Wildlife Service (Service) operates and maintains the NWR as well as Henderson Airfield with Service staff and contractor staff residing on the island year-round. To maintain operations and keep staff on-island, significant repairs to the sewer system and inner harbor are needed. The scope of this effort includes replacement of major components of the existing sewer system including piping, lift stations, manholes, etc.as well as other associated work. It also includes planning, design, permitting, and construction activities to repair or replace infrastructure within the inner harbor and the south seawall. The objectives of this project are to repair infrastructure on Midway Atoll NWR that are critical to continued operations. This project has three main objectives, listed below in order of priority: 1. Replacement of sewer system per 100% design documents. 2. Design Build: Replace or repair critical harbor infrastructure to allow for continued harbor operations. a. Tug Pier (Base) b. Harbor Seawall (Option) c. Finger Piers (small vessel docks; Option) 3. Repair South Seawall (Option) The period of performance for Task 1, Replacement of Sewer System is 730 days from the Notice to Proceed (NTP). The period of performance for NEPA documents and compliance is 730 days from the NTP. The period of performance for all other tasks is 1,825 days from the NTP. The magnitude of the construction project is more than $10,000,000. The primary North American Industry Classification System (NAICS) code will be 237990 - Other Heavy and Civil Engineering Construction. The small business size standard is $45.0 million. B. SOURCES SOUGHT RESPONSE REQUIREMENTS All business categories are invited to respond.

Background The United States Fish and Wildlife Service (USFWS) is seeking to conduct market research through this Sources Sought Notice for the purpose of obtaining information from businesses capable of providing design-build services for improvements to the sanitary sewer system and harbor infrastructure at Midway Atoll National Wildlife Refuge (NWR). The infrastructure at Midway Atoll, much of which dates back to World War II, is in urgent need of repair to maintain operations and support staff residing on the island year-round. Work Details The scope of work includes: 1. Replacement of major components of the existing sewer system including piping, lift stations, manholes, and other associated work. 2. Planning, design, permitting, and construction activities to repair or replace infrastructure within the inner harbor and south seawall. The project has three main objectives: a. Replacement of sewer system per 100% design documents. b. Design Build: Replace or repair critical harbor infrastructure including Tug Pier (Base), Harbor Seawall (Option), and Finger Piers (small vessel docks; Option). c. Repair South Seawall (Option). The sewer system work involves replacing existing gravity sewer mains, new sewer services to within 5 feet of each building served, new sewer manholes, a new sewer lift station, and all other work as required by design documents. The contractor may propose Alternative Technical Concepts (ATC) for consideration regarding the sewer system only. For harbor infrastructure, repairs or replacements are needed for the tug pier, harbor wall, and finger piers to ensure continued operations. The finger piers must support launching and mooring capabilities for small boats ranging from 8 ft to 50 ft in length. Period of Performance The period of performance for Task 1 (Replacement of Sewer System) is 730 days from Notice to Proceed (NTP). The period for NEPA documents and compliance is also 730 days from NTP. All other tasks have a performance period of 1,825 days from NTP. Place of Performance Midway Atoll National Wildlife Refuge (NWR) and Battle of Midway National Memorial.
