Background

The Illinois State Police is seeking a vendor to provide a three-year preventative maintenance, repairs, and calibration agreement for microscopes used in Forensic Science Laboratories throughout Illinois. This contract is essential for ensuring that the equipment used in forensic testing is properly maintained and compliant with accreditation standards set by the American National Standards Institute (ANSI) and the FBI Quality Assurance Standards (QAS).

Work Details

The contractor will provide maintenance services for various types of microscopes, including:

Comparison Microscopes

Service once a year;

Stereo Microscopes

Service once every three years;

Compound Microscopes

Service once a year. Specific tasks include: - Onsite maintenance and repairs according to manufacturer specifications; - Documentation of maintenance and repair conditions; - Cleaning and lubricating all optics and mechanicals; - Checking magnification factors for accuracy; - Aligning lenses; - Lubricating rotating stages; - Cleaning eyepieces and filters; - Conducting performance checks; - Ensuring compliance with ISO 17025/AR 3125/FBI-QAS guidelines. The contractor must also provide trained technicians with experience in maintaining accredited forensic laboratories.

Period of Performance

The contract will commence on July 1st, 2026 or upon execution and will last for three years. The total term of the contract may not exceed ten years including any renewals or extensions.

Place of Performance

Services will be performed at multiple locations across Illinois including Rockford, Chicago, Joliet, Morton, Springfield, Belleville, Decatur, and a Training Facility in Springfield.

Bidder Requirements

The contractor must have experience performing maintenance services at ISO17025/AR 3125/FBI-QAS accredited forensic laboratories within the last year. Subcontractors are not allowed under this contract.
