The Board of Water and Light (BWL) is the largest municipally owned electric utility in Michigan, providing electric service to approximately 100,000 customers and water service to around 60,000 customers in the greater Lansing area. The BWL is seeking proposals for a high velocity oil flush on its #1 GE LM6000PF gas turbine’s turbine lube oil system due to metal materials detected in the lube oil system after a bearing failure. The goal of this contract is to ensure the lube oil system is properly flushed before reinstalling the repaired turbine.
The contractor shall perform a high velocity oil flush on REO’s CTG 1 turbine lube oil system, which includes: - Submit a written flush procedure specific to the LM6000 turbine prior to mobilization. - Setup necessary equipment and jumpers with assistance from on-site craft crews. - Execute high velocity oil flush at a Reynolds Number greater than 4000. - Prove that the oil meets or exceeds ISO 16/14/11 cleanliness level. - Breakdown equipment with assistance from on-site craft crews. - Provide a final report with final oil analysis within 30 days of project completion. The tentative reinstallation date for the turbine is around July 3, 2026, subject to change based on parts availability and potential additional repairs.
The contract performance period is expected to commence upon acknowledgment of the purchase order and will include mobilization and execution of work leading up to the tentative turbine reinstallation date of July 3, 2026.
The work will be performed at the REO Cogeneration plant operated by the Board of Water and Light in Lansing, Michigan.
Bidders must submit their proposals through IonWave; proposals received via email will not be accepted. Bidders are required to provide their TCIR and DART safety scores as part of their proposal submission.
