Background

Clackamas County, through its Board of County Commissioners, is seeking proposals for a Land Suitability Assessment (LSA) to evaluate industrial development opportunities and constraints within the county's urban reserves and rural lands inside the urban growth boundary (UGB). This initiative aims to address economic development needs by providing a comprehensive analysis of land use factors that influence job creation and economic resilience. The assessment will support the county's strategic goal of increasing available land for business development by 2028.

Work Details

The LSA will include the following tasks: 1) Collaborative Planning with Cities and Service Providers - Engage local cities and utility providers to align planning efforts and identify challenges. 2) Usable Land and Constraint Analysis - Prepare an inventory evaluating transportation access, utility infrastructure, zoning, etc., to identify land suitable for industrial use. 3) Land Suitability Mapping Tool - Develop an interactive GIS tool to visualize land suitability across the county. 4) Infrastructure Cost and Serviceability Assessment - Identify necessary infrastructure investments for urbanization. 5) Stakeholder Engagement - Conduct targeted interviews with stakeholders to gather insights on land suitability. The project will also analyze infrastructure requirements, identify barriers to development, create a detailed inventory of industrial land, and provide data to support public-private partnerships.

Period of Performance

The contract term will commence from the effective date until December 31, 2027.

Place of Performance

The assessment will be conducted within Clackamas County, specifically focusing on areas within the urban reserves and rural lands inside the UGB.

Bidder Requirements

Proposers must comply with Oregon Tax Laws, ensure non-discrimination in employment practices, disclose any conflicts of interest, and agree to all terms outlined in the RFP.
