This solicitation is for commercial supplies prepared in accordance with the format in the Revolutionary RFO 12.201-1 - Simplified Acquisition Procedures, and additional information is included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation W9127N26QA072 is for the manufacturing and delivery of seventy-two (72) replaceable tracks to be used for the Submerged Traveling Screens (STS) at John Day Dam. The STS system consists of multiple components to be effectively deployed when re-routing fish downstream. These tracks are made from UHMW Polyethylene. There are two different styles of track made up of three sections, with 12 tracks per section, totaling seventy-two. Please see the attached Purchase Description for additional information. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026. This solicitation is being issued as a 100% HUBZone Small Business Set-Aside, under NAICS Code: 332710 Machine Shops, with a size standard of 500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Quotes are to be submitted to john.r.scukanec@usace.army.mil, NLT 2:00 PM PST on 19 MAY 2026. Please submit any questions to John Scukanec through email. All questions related to this solicitation must be submitted in writing to John Scukanec, questions will not be responded to by phone. Offerors must be aware that the Nonmanufacturer Rule (FAR 52.219-33) applies to this HUBZone set-aside, regardless of the dollar value. To be eligible for award, the offeror must either be the manufacturer of the end items or provide the product of a domestic small business manufacturer. Quotes must explicitly state the manufacturer's name, UEI, and business size status to demonstrate compliance.
