NASA/NSSC intends to issue a sole source contract to ALCI AVIATION LTD 1190 Keith Ross DR Oshawa, On L1J 0C7 Canada under the authority of FAR 12.102(a). It has been determined that ALCI AVIATION LTD. is the sole provider of Contractor support instrumentation integration and test flights for Snow4Flow. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 541715. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 5/7/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Background NASA/NSSC has a requirement for contractor support instrumentation integration and test flights for the Snow4Flow mission. This mission aims to enhance the understanding of ongoing and future changes in Northern Hemisphere glaciers. A sole source contract is intended to be issued to ALCI AVIATION LTD, identified as the sole provider for this specific support due to their unique capabilities. Work Details The contractor shall perform firm fixed price work necessary to support instrumentation integration and test flights for Snow4Flow, which includes: - Providing the Basler BT-67 aircraft with tail number C-FDXQ; - Performing engineering and aircraft modifications to accommodate various instrument packages; - Providing instrument racks and accessories; - Ensuring a minimum of six instrument operator seats are available; - Assisting with instrument engineering and integration; - Granting access to designated Snow4Flow Science Team members; - Ensuring compliance with FAA/TCCA airworthiness standards; - Participating in NASA's airworthiness review process; - Conducting science flights as specified, with up to 12 total flight hours; - Submitting cost proposals for review and approval; - Providing aircraft metrics post-performance; and - Ensuring all flight crew comply with NASA Aviation Medical Certification Standards.
