The City of Salem, serving a community of approximately 177,600 residents and acting as the capital of Oregon, is seeking proposals for subsurface utility exploration services. The goal is to determine the horizontal and vertical locations of underground utilities on a continuing services basis. This initiative aims to enhance the City’s ability to manage its infrastructure effectively while ensuring minimal disruption during utility work.

Work Details

The successful Proposer(s) will provide subsurface utility exploration services that include: - Determining the horizontal and vertical location of underground utilities. - Premarking utilities in accordance with ORS 952.001. - Providing necessary traffic control. - Performing potholing using a water jet/vacuum excavation method to minimize damage. - Backfilling potholes with native material or controlled density backfill as specified for each project. - Restoring surfaces in paved areas with permanent cold mix or hot mix asphalt concrete, while matching pre-existing conditions in non-paved areas. The contract allows for project assignments on a case-by-case basis with no guaranteed volume of work.

Period of Performance

The contract will be performed on a continuing basis under renewable annual contracts, with up to four additional one-year renewal periods. Specific project timelines will be determined at the time of assignment.

Place of Performance

The services will be performed within the geographic boundaries of the City of Salem, Oregon.

Bidder Requirements

Proposers must comply with all applicable requirements including obtaining Errors and Omissions Liability Insurance Coverage. They are also required to maintain liability insurance with coverage limits of at least $2 million for bodily injury and property damage. Proposers must demonstrate compliance with tax laws in Oregon and may not discriminate against disadvantaged business enterprises.
