Background Morrow County, Oregon is seeking Statements of Qualifications (SOQs) from qualified land use planning firms to provide professional planning services on an on-call, as-needed basis. The selected consultant(s) will serve as the County’s Planning Firm(s) of Record, providing technical review, advisory support, drafting assistance, and related planning services for current applications and long-range planning projects. Morrow County encompasses urban, rural, and industrial service areas and has responsibilities including the administration of the Comprehensive Plan and the implementation of the Zoning Ordinance. The County aims to identify one or more qualified firms through this RFQ process. Work Details The services required may include: 1. On-call technical review of reports and documents related to land use applications, including renewable energy projects such as wildlife mitigation plans and geotechnical analyses. 2. Assistance with updates to the Comprehensive Plan, including editing and drafting goals and policies. 3. Attendance at Planning Commission or Board of County Commissioners meetings as needed. 4. Support for pre-application meetings or written guidance for such meetings. 5. Assistance with processing plan amendments and public meeting materials. 6. Review of Floodplain Development Permit applications. Period of Performance The anticipated contract will be for an initial term of two (2) years with options for renewal based on satisfactory performance and funding availability. Place of Performance Services will be performed in Morrow County, Oregon. Bidder Requirements Firms must demonstrate licensure or registration necessary to provide planning services in Oregon, experience with public-sector clients of similar size and complexity, timely responsiveness, and professional support capabilities. AICP certification is preferred but not required; CFM certification is required for Floodplain Development Review.
