Background The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the General Services-Parks and Recreation Division, seeks proposals from qualified respondents to provide technical or professional services for the operation and development of Riverside Marina and Erma Henderson Marina. The goal is to revitalize these historic Riverfront assets to better serve the Detroit River boating community. Work Details The contractor will be responsible for day-to-day operations at both marinas, ensuring a clean, healthy, and safe environment. Specific tasks include: - Performing business functions at the marinas - Maintaining facilities in good repair - Providing quarterly operational and financial reports - Maximizing operational capacity and executing a 20-year Capital Investment Plan (CIP) - Entering contracts for capital projects as needed - Managing event spaces and outdoor storage facilities - Implementing marketing strategies to increase visibility and usage of the marinas. The contractor must also comply with all City regulations, maintain necessary permits, provide 24/7 security, manage staffing schedules, assess fees for usage, collect associated fees, and maintain records according to generally accepted accounting principles. Period of Performance The contract term will be for twenty (20) years with options for renewal subject to City Council approval. Bidder Requirements Qualified vendors must have a minimum of five (5) years of experience operating a marina or similar facility.
