Background The State of New Hampshire, through the Department of Administrative Services and the Division of Risk and Benefits, is issuing this Request for Proposal (RFP) for dental benefits administration. The State provides dental benefits to approximately 10,280 active employees and COBRA participants in New Hampshire and surrounding New England states. Northeast Delta Dental has been the provider since 1993, transitioning to a self-funded arrangement in 2007. The State seeks to maintain its current benefit plans as closely as possible while accommodating collective bargaining agreements with various unions. Work Details The selected vendor will be responsible for administering dental benefits that include: - Duplicating the current Active Dental Plan designs; - Implementing any changes resulting from collective bargaining; - Providing financial modeling for potential plan changes; - Managing claims processing and appeals; - COBRA and self-pay administration; - Data reporting; - Network provider management; - Ensuring compliance with state regulations regarding prompt payment of claims. The vendor must also provide dedicated staff including an Implementation Manager, Account Executive, and Customer Service Manager, as well as customer service representatives knowledgeable about the State's plan. Period of Performance The contract will commence upon approval from the Governor and Executive Council, with administrative services starting on January 1, 2027, and ending on December 31, 2031. There is an option to extend for up to two additional years. Place of Performance The services will be performed primarily within New Hampshire but may also extend to surrounding New England states where participants reside. Bidder Requirements Bidders must be registered to conduct business in New Hampshire and comply with all certifications required at the time of submission. They must demonstrate financial stability, provide detailed fee information, have a dental network in New Hampshire, and have experience servicing clients with at least 10,000 dental subscribers. Bidders must also agree to adhere to RSA 420-J:8-a regarding prompt payment of claims.
