Background The Oregon Military Department (OMD) is issuing this Invitation to Bid (ITB) for the Camp Rilea Gryphon Radar Tower Project. The goal of this contract is to provide construction services that will support the mission of the OMD. The project is anticipated to be funded with state and federal funds, with the award dependent on sufficient funding being received by OMD. Work Details The work involves constructing a self-supported, four-legged, hot-dipped galvanized radar tower that stands 30 feet tall. It will include a 12-foot by 12-foot expanded metal platform capable of supporting a Gryphon Radar station and an eight-foot radome. The contractor will be responsible for all labor, materials, transportation, equipment, permits, and services necessary for the completion of this project. Period of Performance The project is expected to start 30 calendar days from the issuance of the Notice to Proceed. Substantial completion is required within 70 calendar days from this notice, and final completion must occur within 200 calendar days. Place of Performance The work will take place at Camp Rilea located in Warrenton, Oregon, specifically in Clatsop County. Bidder Requirements Bidders must provide a Unique Entity Identifier (UEI) number with their offer and must be cleared through the Excluded Parties List System (EPLS) to be eligible for federally funded contracts. Additionally, bidders are required to submit a bid security equal to 10% of their total offer amount. The successful bidder must also furnish performance and payment bonds totaling 100% of the awarded contract amount.
