Work Details The contractor will provide statewide oil and gas well plugging services as specified in the RFP. Services may include: 1. Scouting: Activities such as drone surveying and methane detection. 2. Site Access and Preparation: Includes utility locating, land disturbance permits, land clearing, and access road construction. 3. Well Plugging: Involves pumpjack removal, cement pressure grouting, casing removal at surface. 4. Equipment Removal: Removal of pumpjacks, transport pipes, holding tanks, and containment pits. 5. Remediation: Oil spill cleanup and soil treatment or removal. 6. Land Reclamation: Regrading disturbed land, revegetating for erosion control, restoring native species habitat. The contractor must also monitor emissions of methane and other gases associated with orphaned wells before and after plugging activities. Period of Performance The contract will be effective from the date of award through one year, with options for renewal for four additional one-year periods. Place of Performance Services will be performed throughout the State of Missouri at various locations where abandoned oil and gas wells are assessed and located. Bidder Requirements Bidders must have a minimum of one year of experience with Missouri Oil and Gas Regulations and Department of Interior Methane Measuring Guidelines.
