Background The State of Maine's Department of Inland Fisheries and Wildlife is seeking proposals for Timber Stand Improvement (TSI) practices, specifically Pre-Commercial Thinning (PCT), at the Macwahoc Stream Wildlife Management Area (WMA) and Rangeley WMA. The goal of this project is to enhance wildlife habitats through effective timber management techniques, particularly benefiting species such as white-tailed deer during wintering periods. The Department aims to maintain or create high-quality upland wildlife habitats by controlling species composition and increasing growth rates on desired trees. Work Details The contract involves TSI practices over a total area of 100 acres: 48 acres at Macwahoc Stream WMA and 52 acres at Rangeley WMA. Key specifications include: - Cutting trees with a brush saw or handheld mechanism, ensuring no trees with a diameter of 4 inches or more are cut. - Target residual Trees Per Acre (TPA) is set at 725, with crop trees spaced no closer than 6 feet apart. - Crop trees will be selected based on good form and vigor from a specified hierarchy including Hemlock, Spruce, Fir, Ash, Birch, Aspen, Maple, Tamarack. - Cut trees must be left horizontal with a maximum slash height of 4 inches and stumps not exceeding 6 inches in height. - The awarded Bidder must provide all necessary equipment and ensure compliance with safety regulations including Federal OSHA requirements. Period of Performance The anticipated period of performance for the contract is from July 6, 2026, to September 30, 2026. Place of Performance The work will be performed at two locations: Macwahoc Stream WMA located off State Route 2A and Rangeley WMA located off State Route 4 in Maine. Bidder Requirements Bidders must not have any current debarments or suspensions from government contracts and must provide proof of general liability insurance. Subcontracting is not permitted without prior approval from the Department. Bidders are required to submit detailed qualifications and experience forms along with their proposals.
