The EASA program aims to support young adults aged 12 to 30 who are experiencing early symptoms of psychosis. This transitional program serves individuals for approximately two years and includes a team of counselors, case managers, supported employment/education specialists, medical staff, and additional services such as peer support, occupational therapy, nursing, family education, and skills training. Work Details The contractor will provide the following services under the EASA program: 1. Education about the causes, treatment, and management of psychosis; 2. Coaching on rights regarding access to employment, school, housing, and additional resources; 3. Family psycho-education and support groups; 4. Support for vocational education and independent living goals. The provider must meet fidelity standards as determined by the current fidelity tool available at https://easacommunity.org/wp-content/uploads/2023/09/EASA-Practice-Guidelines-and-Fidelity-Tool-2026-v1.1.pdf. Period of Performance The contract will be effective from July 1, 2026, through June 30, 2031. Place of Performance Services will be performed in Washington County, Oregon. Bidder Requirements Applicants must hold a valid Oregon Health Authority Certificate of Approval to provide mental health services in Washington County by July 1, 2026. They must demonstrate expertise in providing the proposed services and comply with applicable Oregon Administrative Rules throughout the contract period. Additionally, applicants must have a current office location in Washington County and a contract with the local Coordinated Care Organization (CCO) that covers providing EASA services.
