This is a Sources Sought notice issued by the Indian Health Service (IHS) to identify qualified and capable small business vendors interested in providing biohazardous and hazardous pharmaceutical waste collection, transportation, and disposal services for the Whiteriver Service Unit. The IHS prioritizes purchases from Indian Small Business Economic Enterprises (ISBEE) to comply with the Buy Indian Act, which aims to support Indian Economic Enterprises (IEE). The goal of this contract is to ensure compliance with federal, tribal, state, EPA, and OSHA regulations while providing essential waste management services. Work Details The contractor shall provide all labor, equipment, supplies, and regulatory-compliant services necessary for the collection, transportation, and disposal of biohazardous and hazardous pharmaceutical waste. Specific tasks include: 1) Providing all necessary supplies and equipment for the required services. 2) Performing pickup, transport, and disposal services for infectious waste including trace chemotherapeutic waste. 3) Conducting four pickups per year for hazardous pharmaceutical waste including RCRA and non-RCRA materials. 4) Disposing of RCRA pharmaceutical waste (up to 150 pounds annually) through high-temperature incineration and lined landfill disposal. 5) Characterizing Pharmacy Formulary twice a year. 6) Providing containers for RCRA (P-, U-, F- listed and chemotherapeutic agents) and non-RCRA waste. 7) Supplying clean, rigid containers (biohazard barrels) marked with “BIOHAZARD” or the international biohazard symbol for storing infectious waste between pickups. 8) Ensuring transport vehicles are appropriately placarded for biohazard materials and fully enclosed with lockable doors to prevent leakage. 9) Transport drivers must adhere to speed limits and handle pickups responsibly while providing signed receipts upon collection.
