Background The State of Delaware, Office of Management and Budget, Division of Facilities Management is issuing this contract for the NCCDC Moisture Intrusion project. The goal is to address water infiltration issues in the basement of the facility through exterior renovations. Work Details The project involves the following renovations: 1) Installation of a new exterior concrete slab sloping away from the building; 2) Installation of new flashing inside the brick veneer; 3) Installation of new seals around foundation wall pipe penetrations; 4) Removal and replacement of all pipe insulation; 5) Replacement of the existing chiller and air handler unit that serves the basement and kitchen. Period of Performance The contract work is scheduled to be performed starting after the bid opening on June 4, 2026, with specific timelines to be determined during the execution phase. Place of Performance The work will be performed at the NCCDC facility located in Delaware. Bidder Requirements Bidders must attend a mandatory Pre-Bid Meeting on May 18, 2026. Each bid must include a bid security equivalent to ten percent of the bid amount. The successful bidder is required to post a performance bond and payment bond equal to 100 percent of the contract price upon execution. Bidders are encouraged to include Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, and Veteran-Owned Business Enterprises in their proposals.
